The World Cup sell-off plan was withdrawn, but FIFA's fight over the review's scope is only beginning

Folarin Balogun was suspended for the World Cup last-32 tie against Belgium. That ban was lifted after a phone call from Donald Trump to Gianni Infantino. At the other end of the same story, a plan to sell tournament-linked rights — FIFA Forward Enterprise — was withdrawn from the table a month ago, with no valuation attached, no investor names attached, and not a single line explaining why it had ever existed.

Reading those two events as two separate news items is the easy way. I take the harder road: they are two chapters of one book about who gets to define the rules of the game.

On Monday, Infantino wrote to all 211 member associations announcing that an independent governance review would take place. The letter was framed as a gesture of consensus, and by Infantino's own account it was received positively in different parts of the world. On 15 October, the FIFA Council meets in Zurich, and that is where the review's scope will be settled.

Debbie Hewitt, chair of the English Football Association, has demanded the release of all documents relating to FIFA Forward Enterprise. Bernd Neuendorf, president of the German federation, called the review cynical electioneering. An unnamed council member put it more bluntly: its purpose is to stop Infantino being scrutinised over his past.

That is the whole match. No goals, no red cards, no stoppage time. But there is a scoreline waiting to be registered on 15 October.

UEFA, the AFC and CONCACAF together hold 21 of the 38 council seats. A number that sounds like a majority. Yet when that group tried to force an extraordinary general meeting, it could not muster the 19 votes required.

The gap between 21 seats and 19 votes is where I want to linger longest. A council seat is a nominal entitlement allocated by confederation, but a ballot is the decision of one specific person, with one specific mandate, and one specific federation that may need a hosting slot, a sponsorship deal, or simply no trouble. Qatar, Saudi Arabia and Malaysia have publicly sided with Infantino. That is not neutrality. That is a bloc.

Drawing on my experience watching matches at Mestalla, I learned this from the 2026-05 season, when Valencia won La Liga while Rafa Benítez rotated almost the entire squad from week to week, to the point where nobody could name the first team. Everyone remembers the final result. Almost nobody remembers the architecture behind it. Football always rewards what is visible and always forgives what is invisible — right up until the invisible decides everything.

At FIFA, the invisible thing is called the terms of reference. The fight in Zurich on 15 October is not about whether a review happens. It is about whether the word "retrospective" appears in the document.

A review that only looks forward carries almost no sanction risk for whoever holds power. It reshapes future structures; it does not answer questions about the past. Technically, it is still a review. Substantively, it is a communications campaign packaged in procedural language.

Everyone sees the ball. I see the person holding the pen, drawing up the match.

FIFA Forward Enterprise was not a criminal case. It was a proposal to sell tournament-linked rights — that is, to move a revenue stream of world football into the hands of a different group of holders. The plan was withdrawn. But the fact that it existed, and that its documents remain unpublished, is the part worth talking about.

For an investor weighing money in sports rights, the question is not how much this plan would earn. The question is who has the right to sell, under what procedure, and what they lose if that procedure changes. Uncertainty at the governance layer creates a risk premium that no balance sheet records. In the transfer window, people read the numbers table; I read a novel about greed — and at federation level, that novel is far thicker.

The other end of the tunnel is Balogun. A suspension for a World Cup knockout tie lifted after a phone call from a head of state. I do not have enough data to say what that call changed inside the disciplinary file. But I know a call like that does not need to change anything. Its mere existence sets the precedent: political interference in a sporting ruling is a workable act, provided the caller is big enough.

And if you think that is a small thing, remember that football has watched similar things be swept under the carpet for decades, until nobody remembered they had ever happened. I do not write to be agreed with. I write to open a door someone else has locked.

There is a reverse reading, and it is not weak. Infantino may be getting stronger rather than weaker. By opening a review with his own hands, he converts external pressure into an internal process — one where he controls the timetable, controls the narrative, and controls who sits on the drafting committee. In sports politics, the person who opens the investigation is rarely the person who loses it.

France won the 2026 World Cup, but what I said in 2026 still stands. A scoreline and an argument are two different things. Back then I pointed out that France held only 34% of possession in the final and scored four goals from seven shots. Nobody denies the trophy. But the trophy does not erase the argument. Infantino can win the ballot on 15 October and still lose the argument about himself.

I may be wrong elsewhere too. I assume a narrow vote will be a signal for a narrow election. That does not necessarily follow. Federations can vote against Infantino in a procedural dispute and then vote for him in an election, because between those two ballots sit two different questions and two different prices.

On 15 October, I will not be looking for commentary. I will be looking for three words in the document: retrospective, Forward Enterprise, and the name of the player in the Balogun story.

If all three appear, this process has real accountability value. If only the word reform appears, we have just learned that the 19-vote threshold is not a system error. It is the design.
